Article XVI. Inspections
§ 248-42. Routine inspections.

A. All improvements and utilities will be inspected by the Town Engineer's office to ensure satisfactory completion.

B. In no case shall any paving work, including prime and seal coats, be done without permission from the Town Engineer's office. At least three days' notice shall be given to the Town Engineer's office prior to any such construction so that a representative of the Town may be present at the time the work is to be done.

C. The Town Engineer's office shall be notified after each of the following phases of the work has been completed so that he or his representative may inspect the work:

(1) Road subgrade.

(2) Curb and gutter forms.

(3) Road paving, after each coat in the case of priming and sealing.

(4) Sidewalk forms.

(5) Drainage pipe and other drainage structures, before backfilling.

D. Streetlights, installation inspection procedure. The builder and/or electrical contractor shall be responsible for notifying the Smithtown Traffic Safety Department during construction as described below: [Added 11-24-1981]

(1) Phase I: Installation of underground cable supply.

(2) Phase II: The builder and/or electrical contractor shall notify the Smithtown Traffic Safety Department, in writing, after the installation of the splice boxes, fuses, poles and luminaires. The Smithtown Traffic Safety Department will notify the Long Island Lighting Company to energize the circuits if satisfactorily installed.

(3) Phase III: After energy is supplied by the Long Island Lighting Company, the Smithtown Traffic Safety Department shall conduct a nighttime inspection.

E. Street name signs and traffic control devices installation inspection procedure. The builder shall be responsible for notifying the Smithtown Traffic Safety Department after the street name signs and traffic control devices have been installed in accordance with the approved plan. F. Traffic signal installation procedure. [Added 11-24-1981]

(1) Phase I: The builder shall notify the Smithtown Traffic Safety Department approximately five working days in advance of the start of construction.

G. Maintenance procedure. The builder shall be responsible to maintain the above-named streetlights, street name signs, traffic control devices and traffic signals (Subsections D, E and F above) until the roads have been dedicated to the Town of Smithtown. [Added 11-24-1981]

§ 248-43. Final inspections.

A.final inspection of all improvements and utilities will be made to determine whether the work is satisfactory and in substantial agreement with the approved final plat drawings and the Town specifications. The general condition of the site shall also be considered. Upon a satisfactory final inspection report, action will be taken to release the performance bond covering such improvements and utilities.

§ 248-44. Inspection fee.

[Amended 3-13-2007] An inspection fee of 8% of the amount of the performance bond shall be paid to the Planning Board prior to the time that the Chairman of the Planning Board signs the final plat.
