No application for development, including subdivisions, site plans and building permits submitted to the Planning Board, Board of Adjustment or the Construction Code Official of Pohatcong Township pursuant to N.J.S.A. 40:55D-1 et seq. and the land use regulations of Pohatcong Township, shall be granted approval unless the applicant has obtained written approval of soil erosion and sediment control plan from the Warren County Soil Conservation

District or a letter stating that the proposed development is exempt from the soil erosion and sedimentation control regulations.
