As a condition of final site plan approval, the reviewing board may require and shall accept, in accordance with the standards adopted by subsections 19-5.3 and 19-7.10 for the purpose of assuring the installation and maintenance of on-tract improvements, a performance guarantee. Off-tract improvements may be required pursuant to the provisions of section 19-7.11, subsections (a), (b), (c) and (d).
