If any section, subsection, clause, phrase or portion of this ordinance is for any reason, held to be invalid or unconstitutional, preempted by Federal or State law, or otherwise invalid by a court of competent jurisdiction, such decision shall not affect the validity as a whole or any other section or provision thereof.
